The Department of Defense released a document today summarizing decisions made in support of the fiscal year 2014 President’s Budget submission.

serviceman, missing in action from the Korean War, have been identified and will be returned to his family for burial with full military honors. 

            Marine Pfc. Richard S. Gzik, of Toledo, Ohio, will be buried today, at Arlington National Cemetery near Washington, DC.  On Dec. 2, 1950, Gzik and the other Marines of M Battery, 11th Artillery Regiment, 1st Marine Division, came under attack on the west side of the Chosin Reservoir in North Korea.  It was during this battle that Gzik was killed in action and his remains were buried alongside the road leading to Hagaru-ri.  Later that month, the withdrawal of U.N. forces from the Chosin Reservoir region made it impossible to recover Gzik’s remains. 

            In 1954, United Nations and Communist Forces exchanged the remains of war dead in what came to be called “Operation Glory.”  All remains recovered in Operation Glory were turned over to the Army Central Identification Unit for analysis.  Those which were unable to be identified, given the technology of that time, were interred as unknowns at the National Memorial Cemetery of the Pacific in Hawaii — the “Punchbowl.”  

            In 2012, analysts from the Joint POW/MIA Accounting Command (JPAC) re-examined the case records and determined that advances in technology could likely aid in the identification of the unknown remains as Gzik.  Once the remains were exhumed, scientists from JPAC used circumstantial evidence and forensic identification tools, including dental records and radiographs, to validate Gzik’s identification.   

            Using modern technology, identifications continue to be made from remains that were previously buried as unknown.  Today, 7,947 Americans remain unaccounted for from the Korean War.

            Today President Obama announced the launch of the redesigned Transition Assistance Program developed by an interagency team from the Departments of Defense, Veterans Affairs, Labor, Education, and Homeland Security as well as the Office of Personnel and Management and the Small Business Administration.

            The revamped program, called Transition GPS, is the first major overhaul of the transition assistance program for military members in nearly 20 years.  The effort began in response to a call from President Obama in August 2011 to ensure all service members are “career ready” when they leave the military.

             ”I applaud the leadership of President Obama to bring together government agencies around the goal of enhancing career opportunities for service members,” said Secretary of Defense Leon E. Panetta.  ”Our personnel have developed extraordinary technical expertise and world-class leadership skills that are in high demand.  Transition GPS will help military members apply their experience to additional training, formal education, and develop successful civilian careers.”

             ”One of our fundamental responsibilities as a government is to properly prepare and support those serving in our military so they are career ready as they transition back into civilian life.  With this new initiative, we can better ensure veterans receive the care, benefits and employment services they have earned,” said Secretary of Veterans Affairs Eric K. OTTI Reports Total International Arrival and Departure Air Traffic

Re-engineering efforts by both the Department of Homeland Security and OTTI/International Trade Administration have converted international air traffic source data from a paper-based DHS I-92 system to an electronic reporting system based on the advanced passenger information system (APIS). As a result, OTTI can now present a more timely and holistic look at the U.S. international air traffic market. While the centerpiece continues to be on U.S. citizen/resident outbound data since that converts to U.S. travel exports, OTTI now has at hand additional data worthy of sharing with the public and transportation stakeholders.

The goal will be to report overall air traffic statistics, for the month of travel, as soon as it’s available after month end (on/about the 15th of the following month). Summary charts presented in this issue, on regions, ports and airline traffic, will subsequently appear as linked Excel tables.

Metrics to be reported are total travel (arrivals and departures), the mix of U.S. citizen vs. foreign citizen air travel, U.S. flag airlines vs. foreign flag carriers and top foreign airports. Another benefit from APIS is that U.S. – Canada air traffic is now available for the first time

In addition to this new report, OTTI will continue to publish its ‘traditional’ U.S. Citizen Outbound report, which now contains ‘all mode’ (air, land and sea) travel to Canada and Mexico. See:

Summary of January through April 2012:

International air traffic to/from the United States(1) totaled 55.4 million passengers from January through April 2012, a 10 percent increase over the same period in 2011.

U.S. citizen travel (24.2 million) increased seven percent and comprised 44 percent of all air traffic. Foreign national (non-U.S. citizen) air travelers (31.2 million) increased by 12 percent, representing 56 percent of the total market.

U.S. airlines carried 30.3 million passengers, up seven percent, however their share slipped from 56 to 55 percent. Foreign flags carried 22.2 million passengers, up 13 percent from January 2011, increasing their share to 45 percent.

U.S. citizen travel (18.2 million) increased seven percent and comprised 45 percent of all air traffic. Foreign national air travelers (22.0 million) increased by 13 percent increasing market share to 55 percent.

U.S. airlines carried 21.2 million passengers, up nine percent, however their share dropped from 54 to 53 percent. Foreign flags carried 19.0 million passengers, up 12 percent from the first four months of 2011. Their traffic share increased to 47 percent.

U.S. citizen travel (1.6 million) increased eight percent and comprised only 19 percent of all air traffic. Canadian and other foreign national citizen air travelers (6.8 million) increased by eight percent maintaining their market share at 81 percent.

U.S. flags carried 3.5 million passengers, up five percent, and their share dropped from 43 to 42 percent. Foreign flags carried 4.8 million passengers, up 10 percent increasing share to 58 percent.

DOD Identifies Marine Casualty

The Department of Defense announced today the death of a Marine who was supporting Operation Enduring Freedom.

Cpl. Aaron M. Faust, 22, Louisville, Ky., died April 15 while supporting combat operations in Helmand province, Afghanistan.  He was assigned to 2nd Battalion, 9th Marine Regiment, 2nd Marine Division, II Marine Expeditionary Force, Camp Lejeune, N.C.

This incident is under investigation.

DOD Identifies Army Casualty

The Department of Defense announced today the death of a soldier who was supporting Operation Enduring Freedom.

Staff Sgt. David P. Nowaczyk, 32, of Dyer, Ind., died April 15, in Kunar province, Afghanistan, of wounds suffered when his vehicle was attacked with an enemy improvised explosive device.

Nowaczyk was assigned to the 2nd Battalion, 12th Infantry Regiment, 4th Brigade Combat Team, 4th Infantry Division, Fort Carson, Colo.

Obama’s ‘War on Women’?.

On the campaign trail, Mitt Romney has been hammering a statistic that “over 92 percent of the jobs lost under this president were lost by women,” evidence, he says, that President Obama’s policies amount to a “war on women.” Romney’s statistic is accurate, as far as it goes. But it’s not the whole story.

Looking back at the whole recession, men have lost many more jobs than women. But the biggest job losses for men came earlier in the recession, and recovery for men has come faster than it has for women.

With Romney under attack from the Obama campaign for policies it says are anti-woman (such as Romney’s opposition to abortion rights and support for federal de-funding of Planned Parenthood), Romney has tried to turn the tables, pointing to a statistic that shows the unemployment rate for women is recovering more slowly from the recession.

Here’s what Romney said in a Fox News interview on April 11 (at about the 5:45 mark):

Romney, April 11: He [Obama] has lost 800,000 jobs during his presidency. And by the way, do you know what percentage of those jobs lost were lost by women? Over 92 percent of the jobs lost under this president were lost by women. His policies have been, really, a war on women.

Romney’s statistic is accurate. It’s true, according to data from the Bureau of Labor Statistics, that between January 2009, when Obama took office, and March 2012, there has been a net decline of 740,000 jobs for both men and women, and that among women there has been a net loss of 683,000 jobs. The Romney campaign did the math and calculated that 92.3 percent of the jobs lost under Obama were lost by women.

But is that a result of Obama’s policies, as Romney says? A look at this chart — which we created based on official Bureau of Labor Statistics monthly figures for seasonally adjusted nonfarm employment (the standard measure for jobs) — tells another story.

What the graph shows clearly, and the numbers back up, is that men took a bigger hit than women, and the decline in jobs for men began much earlier. The downturn in male employment began in May 2007 — a full seven months before the official start (in December 2007) of what became the worst economic recession since the Great Depression. Female employment continued to rise for 10 months after the downturn in male employment, and it peaked in March 2008.

By the time Obama took office in January 2009, both male and female employment were in a steep decline that continued for over a year. Male employment hit bottom in February 2010, and female employment continued to slump for another seven months, bottoming out in September 2010. And as the chart clearly shows, the job recovery for women not only started later, the rate of recovery has been slower.

Why is that? “If you look back to the start of the recession, many of the industries (construction and manufacturing) that were very hard hit initially were male-dominated,” said Margot Dorfman, CEO of the U.S. Women’s Chamber of Commerce, in an interview with FactCheck.org.

It wasn’t until later that jobs like  retail and government jobs, particularly teaching jobs, began to take a hit, affecting women more, Dorfman said. Those jobs have been  slower to recover.

Diana Furchtgott-Roth, a chief economist at the U.S. Department of Labor under George W. Bush, says Romney’s statistic isn’t properly focused. She notes that the unemployment rate for women has been about one full percentage point below the unemployment rate for men for much of the recession. It is only fairly recently that the gender gap has begun to close. The unemployment rate is now 8.3 percent for men, 8.1 percent for women.

“That’s why many people have called this a man-cession,” said Furchtgott-Roth, a senior fellow at the Manhattan Institute.

Men have fared worse in the recession, she said, mainly because industries such as construction and manufacturing – male-dominated industries – have been harder hit than education and health care – female-dominated sectors.

Furchtgott-Roth said she couldn’t think of any Obama policies that have led to a slower recovery for women.

“Obama’s policies have been anti-growth,” she said.  “But if anything, they have been anti-male jobs.”

For example, she said, his policies have hurt coal mining and oil drilling, which are typically male-dominated jobs, whereas the health care law will expand the health care industry, which should disproportionately help women.

“There’s an argument that some of the recent job losses have been  from state and local governments,” said Dan Mitchell, an expert on fiscal policy issues at the libertarian  Cato Institute. He said “women are disproportionately affected” now that federal stimulus funds no longer support state and local payrolls.

“At the same time, as the private sector slowly but surely gets back  on its feet, men are benefiting since they suffered a disproportionate  share of the jobs losses in recent years,” Mitchell said. “In other words, people are  making too much out of short-term factors.”

Betsey Stevenson, a former chief economist for the Department of Labor under Obama, said that while men have fared somewhat better than women in the private sector, most of the phenomenon cited by Romney can be tied to a loss of government jobs.

About 78 percent of the decline in people on payrolls has been a decline in government employment, said Stevenson, now an assistant professor of business and public policy at the Wharton School of Business at the University of Pennsylvania. And, she said, women have absorbed 76 percent of  the net decline in government jobs.

“The recovery has not been particularly good for women, but  a primary reason is the unprecedented decline in government jobs,  particularly the loss of workers in education,” Stevenson wrote to us in an email. “It’s also the case that  men bore the brunt of the job losses in the depths of the recession and  are now yielding more of the benefits of jobs being added back in  manufacturing and other areas where they experienced massive job loss.”

In addition, she said, men are also starting to compete with women in traditionally female  jobs, “a transition that is necessary for our economy, but may cause some  short run changes in employment.”

We asked the Romney campaign which policies Romney was specifically referring to when he said Obama’s policies amounted to a “war on women.” We got this response from campaign spokeswoman Andrea Saul:

Saul, April 12: While women were losing their jobs by the hundreds of thousands,  President Obama chose to focus on an agenda of more taxes, more  regulations, and more expensive energy that only made our economy  weaker.  When Obamacare discourages employers from hiring and raises  taxes on innovative medical companies, women are hurt.  When Dodd-Frank  prevents banks from making loans to small businesses, women are hurt.   When EPA regulations drive up electricity prices and the Department of  Interior prevents oil drilling, women are hurt.  Of course, all  Americans want a strong, prosperous economy and opportunity for  themselves and their families, and men have been hurt by the President’s  agenda as well.  The reality is, on the issues that matter to the  American people, President Obama has been a total failure.

We’ll let readers judge the extent to which Obama’s tax policy, energy policy, financial services regulation and health care legislation have affected the economic recovery. In none of that, however, could we discern an explanation for why women would be affected more than men.

This is not something new. When cellular was first introduced at Camp David, GSM did not have a US network. Verizon Wireless was the only network to install towers and coverage onsite at Camp David. Because the White House uses Verizon as their main carrier, and the President is the main resident of Camp David, there was not reason to expand to GSM.

Well, at least not until now. When President Obama decided to move the G8 Summit away from the NATO Summit in Chicago, he moved it to Camp David. When he did this I immediately reached out to all the G8 Embassies to inform them of pending issues to make sure they were aware they had to have Verizon Wireless connectivity for their delegations going to the G8 Leader’s Summit.

I was called on this by the State Department EOP (Executive Office of the President) who told me my claims were false and that they had invited AT&T to boost their signal at Camp David for the event. The concern was legitimate since having GSM onsite would allow foreign leaders to roam on their home networks (also GSM). As the weeks rolled by it became apparent that AT&T would not be able to do what the State Department required.

So, where is this now? Back to my original information, no GSM at Camp David for the G8 Summit. So, how do you get Verizon Wireless for the event? You cant get it from Verizon since they dont have a rental program. There is one company in the USA that does have a rental program with Verizon Wireless. They have assured me that they will be able to provide devices and connectivity to all the delegations and visiting press to Camp David this May.

Three white Mississippi men pleaded guilty to federal hate crimes in connection with the 2011 beating death of an African-American man in Jackson, the Justice Department announced.

Deryl Dedmon, John Aaron Rice and Dylan Butler each admitted to conspiracy and violating a federal hate-crimes law in last June’s killing of James Craig Anderson. They face sentences of up to life in prison and $250,000 in fines, prosecutors said.

The 19-year-old Dedmon had already pleaded guilty to state murder and hate-crime charges Wednesday in a state court and was sentenced to life in prison.

The men are among the first defendants to be prosecuted under the federal hate-crime statute that President Barack Obama signed in 2009 and the first to be prosecuted in a fatal attack, Assistant Attorney General Thomas Perez said.

Summary

An Obama campaign film, narrated by actor Tom Hanks, casts the president, not surprisingly, in the best light. But the 17-minute video lacks context and takes liberties with some facts on health care and the auto bailout:

  • The film says “17 million kids could no longer be  denied for preexisting conditions,” implying all of them were being denied care before the federal health care law was passed. But that’s the total number of kids who could potentially be denied coverage or charged higher premiums if they sought coverage on the individual market.
  • It also implies that Obama has reined in the costs of health care premiums — which “had been rising three times the rate of inflation,” as the film says. But the law hasn’t reined in premiums, which still rose three times more than inflation last year. In fact, experts say some of the recent growth was caused by the law, which requires more generous coverage.
  • The film suggests that Obama refused to compromise on health care. Obama did hold out for a comprehensive bill,  but there was compromise along the way, including the decision to drop the “public option” that he once championed. Later, he called the law “nine-tenths of a loaf.”
  • On the auto bailout, the video says automakers have “repaid their loans.” But taxpayers are still on the hook for half of the $80 billion in federal aid. It also suggests that Bush gave away $13 billion to auto companies without demanding action on their part, when, in fact, Bush required them to come up with the so-called economic viability plans by March 31, 2009. Obama then used the plans to force the companies into bankruptcy and force the restructuring of the companies.

Analysis

The Obama campaign on March 15 releasedThe Road We’ve Traveled,” a 17-minute film narrated by actor Tom Hanks and directed by Davis Guggenheim — two of the best in their fields. Guggenheim directed the 2006 documentary “Inconvenient Truth” about former Vice President Al Gore’s efforts to educate the public about climate change. Hanks and Guggenheim, however, ignore some inconvenient truths in the campaign video that otherwise would muddy its can-do narrative about President Obama and his administration.

Let’s start with the president’s signature accomplishment: the Patient Protection and Affordable Care Act, which he signed into law on March 23, 2010. The film makes the claim that “17 million kids could no longer be  denied for preexisting conditions.” That claim implies that these  children were previously being denied coverage. But that’s not the case.

Instead, the 17 million figure represents the administration’s high-end estimate for the total number of children, under 18, in the country who have  some condition that could, potentially, cause them to be denied  coverage, or charged a higher premium, if they were applying for it on  the non-group market. (That’s the insurance market for persons who buy  their own coverage.)

It’s true that the health care law mandated that insurance companies  not deny coverage to children because of preexisting conditions, and  those protections are in effect now. (Adults gain such protections in  2014.) So the administration would be correct to say that the law added  protections for kids with preexisting conditions. But 17 million weren’t  being denied insurance before the law was passed, and 17 million  wouldn’t be at risk of losing coverage if the law hadn’t been enacted.

The administration also gave a low estimate and a high estimate. It  said that 5 percent of children had preexisting conditions that would  make them eligible for high-risk pools. That’s 4 million children under  age 18. The administration then added in children with “common  conditions that major insurers generally use in medical underwriting,”  which brings the kids supposedly at risk of being denied coverage, or  being subject to a higher premium, to 17 million.

So, the administration’s 17 million figure is its upper estimate of  the total number of children in the country who could, in theory, be  denied coverage or pay more because of preexisting conditions if they  were applying for coverage on the individual market.  But with or  without the health care law, many of those kids would be on their parents’ employer-based plans and not at risk of being denied or losing coverage.  Others are covered through Medicaid and the Children’s Health   Insurance Program. A relatively small number even had successfully   obtained coverage on the individual market: The administration said that   up to 140,000 kids with non-group coverage had preexisting conditions.

The administration used this same report in January 2011, when it  said that “129 million Americans with a pre-existing condition could be  denied coverage without new health reform law.” As we said then,  that number was the high estimate of those who could be denied on the  individual market, but most had employer-based coverage and most would  continue to get employer-based coverage.

Health Care Costs: Still Rising

Hanks also says that “health care costs had been rising three  times the rate of inflation, crushing family budgets and choking  businesses,” as a graphic shows a steady increase in premium costs since  1999 well above the rate of inflation. “And [Obama] knew that he  couldn’t fix the economy if he didn’t fix health care,” Hanks says.

This is a bit misleading. It’s true that health care premium costs  have been a concern for many years, and they’ve continued to increase  faster than inflation. Since 2001, premiums for employer-sponsored  family plans have gone up 113 percent, while inflation has grown 27  percent, according to the Kaiser Family Foundation, which conducts yearly surveys on job-based premiums.

But the rate of growth from year to year has varied, and hasn’t  always been three times the rate of growth of inflation. Nor has the health care law put a stop to such growth, as Hanks’ comment implies.  Premium changes year to year have ranged from 13 percent annual growth  in 2002 and 2003, well above 2 percent inflation, to more modest 5  percent growth in 2007 to 2009, when inflation plummeted. (See this New York Times chart for  a good look at long-term changes in premiums.) In 2010, the rate of  growth was nowhere near triple the rate of inflation: Premiums grew an  abnormal 3 percent, while the rate of inflation was 2 percent. The  annual reports come out in September each year, so that was six months after  Obama signed the federal health care law. A year later, in 2011, the  growth rate jumped up to 9 percent, three times the rate of inflation.

So premiums were still “rising  three times the rate of inflation,” to quote Hanks, despite the health care law. And in fact, some of the big jump was actually caused by the new law (though critics exaggerated when they claimed the law caused it all). Experts told us that the  law was responsible for 1 percent to 3 percent of the growth. The rest  of the growth was due to rising health care costs, and it wasn’t that  surprising that the rate shot up in 2011, after a year of surprisingly  low growth in premiums.

The 3 percent growth rate was “abnormally low,” said John Sheils,  senior vice president of The Lewin Group, a subsidiary of UnitedHealth  Group that operates independently of the health care company. He told us  it “would stand to reason that we’d get a boost” in 2011.

The White House has argued that the health care law needs more time  to play out before the rate of growth in premiums will decline, and most of the law has yet to be put in place. But so far, the law has  added an estimated 1 percent to 3 percent to premium costs.

Health Care: Accepting Less

The film suggests Obama refused to compromise or settle on the health  care law in order to get it through Congress. It’s true that Obama  stuck with a comprehensive health law at a time when it seemed the plan was in jeopardy, but earlier in the process, there was some compromise.

The biggest concession was Obama’s agreement to drop the push for a   controversial “public option” in the health care exchanges. But that was  done mostly to  appease members of Obama’s own Democratic Party.

Here’s the version of events from “The Road We’ve Traveled”:

Hanks: After months of  negotiations, it was unclear whether [Obama] could get the necessary  votes. Some advised him to settle. He could still claim victory if he  accepted less.

Former Chief of Staff Rahm Emanuel: I regularly told  him, “Look, you don’t have to spill this much political blood. You  won’t get the health care accomplishment you’re seeking, but you will  have something.”

The documentary then goes on to state that his personal experience  with his mother’s cancer spurred him forward. “And,” Hanks said, “he  remembered the millions of families like his who feel pressure of rising  costs and the fear of being denied or dropped from coverage.”

It’s certainly true that after the early 2010 Senate election of  Massachusetts Republican Scott Brown, who represented a swing vote  denying Democrats the ability to squash a filibuster, the health care  law was suddenly very much in the balance. And according to  behind-the-scenes accounts of those tense days in the New York Times and Politico,  Emanuel offered Obama a face-saving, passable health care plan and a  proposal to attack a health care overhaul incrementally. Those stories  portray House Speaker Nancy Pelosi — who privately derided the Emanuel  plan as “Kiddie Care” — as the “steel in the president’s back” to stick  with the push for a comprehensive law.

And Obama ultimately did decide to press forward with a proposal for a comprehensive health care bill.

But for those not as well-versed in the history of the health care   debate, it may seem that Obama refused to compromise at all on the   health care issue. In fact, he did.

The most high-profile compromise was the decision to drop the   controversial “public option,” a federally run insurance plan that would  compete with private insurance companies. Obama was a staunch supporter  of the  public option, touting it as a way to keep insurance companies  honest and  to control the cost of insurance.

For some who watched the health care battle unfold up close, the film’s account of events is a bit of revisionist history.

“Let’s go back and remember what the general environment was,” said  economist Gail Wilensky, who was head of Medicare during the George H.W.  Bush administration and is now a senior fellow at Project HOPE, a  health training and humanitarian organization.

For most of the health care debate, which started in the House, there was very little compromise  because Obama didn’t need to compromise, Wilensky said. There  was an overwhelming Democratic majority in the House — which passed a health care law on Nov. 7, 2009, with a public option. A key Senate committee, however, rejected the public option just prior to the House vote — setting up a protracted intra-party dispute.

When Obama backed off his insistence that the  plan include a public option, that was done to appease center-right  Democrats, not necessarily to woo Republicans, Wilensky said. And, in  fact, no Republicans voted for the final bill.

Nonetheless, Obama acknowledged there was some give-and-take to get the bill passed.

In an interview with PBS’ Jim Lehrer on Dec. 23, 2009, Obama said the bill that was  about to pass the Senate included “95 percent” of what he wanted. Later  in the interview, he called it “nine-tenths of a loaf.”

“Would I like one of those options [on the health care exchange] to  be the public option? Yes,” Obama said. “Do I think that it makes sense,  as some have argued, that, without the public option, we dump all these  other extraordinary reforms and we say to the 30 million people who  don’t have coverage, ‘You know, sorry. We didn’t get exactly what we  wanted?’ I don’t think that makes sense.”

Obama was even more blunt when, during an address on health care on  March 25, 2010, an audience member asked why the public option wasn’t  in the law.

“Because we couldn’t get it through Congress, that’s why,” Obama said.

“Now, I want to just make this point,” Obama continued. “This  legislation is not perfect, as you just heard. … But what this is, is a  historic step to enshrine the principle that everybody gets health care  coverage in this country, every single person.

“And it’s absolutely true — it’s absolutely true this is a  middle-of-the-road bill. This isn’t single-payer, which some people  wanted. It’s also not what the Republicans were looking for. …”

There were other legislative concessions along the way as well. Obama  had initially pushed for a national health care exchange, but the plan  ultimately included state-based exchanges. And as part of a compromise,  legislators scaled back the proposed “Cadillac tax” on high-cost health plans. Recently, Obama acknowledged that many Democrats were unhappy with the concessions, but, he said,  “that’s not how America works. This is a big, messy, tough democracy.”

Auto Bailout: Taxpayers Still Out $40 Billion

Switching gears to the auto bailout, the Obama film lacks important context:

  • The film leaves the false impression that President Bush had “given” away $13 billion to automakers without demanding anything in return. In fact, Bush required the automakers to produce a viable long-term business plan by March 31, 2009, as well as reduce unsecured debt by two-thirds and open their financial records to the government, among other loan conditions.
  • The film claims the Bush bailout money was “gone” before Obama could “intervene,” but it was designed to be short-term bridge loans to help automakers pay suppliers and workers and give them — and the incoming Obama administration — time to develop long-term reorganization plans. The decision not to recoup some of the money loaned by the Bush administration was made by the Obama administration as part of the restructuring of the companies.
  • In the film, Hanks notes the financial comeback of the industry and says, “With business booming, they repaid their loans.” But the U.S. has not recovered all of its loans and investments. About half of the $80 billion in federal aid from the Bush and Obama administrations remains unpaid.

The rescue and revival of the automobile industry is one of the most significant accomplishments of President Obama’s first term. But the president’s campaign committee engages in a bit of revisionist history.

Hanks: [Obama] decided to intervene. But in exchange for help, the president would demand action. The Bush administration had given the car companies $13 billion and the money was now gone.

It’s true that Obama “would demand action” in exchange for helping the auto industry, but so did the Bush administration — a point that may be lost on viewers, particularly after they are told that Bush “had given the car companies $13 billion and the money was now gone.”

Here’s what happened: Bush announced on Dec. 19, 2008, that his administration would provide General Motors and Chrysler with $13.4 billion in funds from the Troubled Asset Relief Program. GM would be eligible for an additional $4 billion under the Bush plan once Congress agreed to release the second half of the $700 billion in TARP funds. “But,” as the New York Times reported, “the two companies have until March 31 to produce a plan for long-term profitability, including concessions from unions, creditors, suppliers and dealers.”

As the Bush administration outlined in a press release and detailed in a 372-page agreement, the loans carried other conditions — including demands that the automakers limit executive compensation and perks, eliminate shareholder dividends, open company financial books and records to the government, reduce unsecured debt obligations by two-thirds, and give the government veto power of transactions over $100 million.

Under Bush’s interim plan, GM and Chrysler received $13.4 billion before Obama took office. GM received another $4 billion on Feb. 17, the same day that the two companies submitted flawed financial viability plans to the Obama administration, according to a Sept. 9, 2009, congressional report. The New York Times reported that both companies would exhaust the $17.4 billion by March 31 and request billions more in federal aid.

Obama rejected the automakers’ viability plans on March 30, but he announced a bankruptcy plan for Chrysler on April 30 and a GM bankruptcy plan on June 1 that would allow the companies to restructure operations and receive more federal aid. So, Obama used the viability plans required by Bush to force the  automakers to go into bankruptcy and reorganize — successfully completing a process that Bush started.

As we reported before, the “new Chrysler” that emerged assumed only some of  the $4 billion loaned by the Bush administration. In a May 2011 report, the Government Accountability Office explained that Treasury — under the Obama  administration — “wrote off $1.6 billion” of the “original $4 billion  loan extended to the old Chrysler” by Bush.

In all, about half of the $80 billion provided under the Auto Industry Financing Program has been recouped, although the film leaves the impression that taxpayers have been made whole.

Of course, it’s expected that campaign films will gloss over the facts. But at least now you know what the director left on the cutting room floor.

DOD Identifies Army Casualties

The Department of Defense announced today the deaths of two soldiers who were supporting Operation Enduring Freedom.

They died Mar. 1, in Kandahar province, Afghanistan, of wounds suffered from small arms fire during an attack on their base.  They were assigned to the 2nd Battalion, 508th Parachute Infantry Regiment, 4th Brigade Combat Team, 82nd Airborne Division, Fort Bragg, N.C.

Killed were:

Staff Sgt. Jordan L. Bear, 25, of Denver, Colo., and
Pfc. Payton A. Jones, 19, of Marble Falls, Texas.

DOD Identifies Army Casualty

The Department of Defense announced today the death of a soldier who was supporting Operation Enduring Freedom.

Maj. Robert J. Marchanti II, 48, of Baltimore, Md., died Feb. 25, in Kabul, Afghanistan.

Marchanti was assigned to 1st Battalion, 29th Infantry Division Security Partnering Team of the Maryland Army National Guard, Baltimore, Md.

DOD Identifies Air Force Casualty

The Department of Defense announced today the death of an airman who was supporting Operation Enduring Freedom.

Lt. Col. John D. Loftis, 44, of Paducah, Ky., died Feb. 25 from wounds received during an attack at the Interior Ministry, Kabul, Afghanistan.  He was assigned to the 866th Air Expeditionary Squadron, Kabul, Afghanistan.

President Barack Obama today sent to Congress a proposed defense budget of $613.9 billion for fiscal 2013.  The request for the Department of Defense (DoD) includes $525.4 billion in discretionary budget authority to fund base defense programs and $88.5 billion to support Overseas Contingency Operations (OCO), primarily in Afghanistan.

The proposed FY 2013 budget will ensure U.S. forces will remain capable across the spectrum of missions, fully prepared to deter and defeat aggression and to defend the homeland and our allies in the world’s complex security environment.  It results from an intensive strategic review conducted by DoD’s senior military and civilian leaders under the leadership and guidance of the president.  The defense strategic guidance, “Sustaining U.S. Global Leadership: Priorities for 21st Century Defense,” was published in January 2012.  The proposed budget makes more disciplined use of defense dollars to maintain the world’s finest military and sustain U.S. global leadership.  It applies strategic guidance to force structure and investment.  It preserves the All-Volunteer Force as the foundation of the U.S. military.  And it fully supports deployed warfighters.

“This budget plan represents a historic shift to the future, recognizing that we are at a strategic point after a decade of war,” said Defense Secretary Leon Panetta.

“The plan is aligned to strategic priorities we have identified to keep America safe and maintain the strongest military in the world.  It is also a signal of the department’s commitment to our men and women in uniform and their families.  We are also redoubling our efforts to make better use of the taxpayer’s defense dollar and meet our fiscal responsibilities,” Panetta said.

The $525.4 billion for the base budget includes cuts and other initiatives that will reduce planned spending by $259 billion over the next five years and $487 billion over ten years, levels that are consistent with the Budget Control Act. The budget adjusts programs that develop and procure military equipment; begins to re-size ground forces; slows the growth of compensation and benefit programs; continues to make better use of defense resources by reducing lower-priority programs, and restructures the defense organization to achieve more efficient approaches to doing business.

This budget request focuses on funding priorities for a 21st century defense that protects the country and sustains U.S. global leadership.  It reflects the need for DoD and the military to adapt in order to proactively address the changing nature of the security environment and to reflect new fiscal realities.

The separate OCO budget totals $88.5 billion, $26.6 billion below the fiscal 2012 enacted budget of $115.1 billion.  The proposed budget reflects the withdrawal of combat troops from Iraq in December 2011, as well as savings due to operational progress in Afghanistan and the transition to Afghan responsibility for security.

  Did you hear the news? New Hampshire state representatives shot   down a resolution supporting the District’s statehood movement.   The resolution failed by a whopping 79-248 vote. Bleh, the folks in the   Granite State have far more important legislative matters to attend to, such   as denying   workers time off for lunch. Live Free or Die indeed.

We’re guessing that snark is about to be outlawed in Concord.

 

The Week That Was
What happened there, Mittens?   Not a soul escaped from the Santorum   Wave as it surged through Colorado, Minnesota and Missouri.   Tuesday night was particularly brutal to the electrical   circuits of the Romney-bot, who lashed out at his fellow   insider.

What is it like to spend a   day on the road with the Romney-bot? Well,   you can find out for a price. President Obama, on the other hand,   says that he deserves   a second term at the helm. Obama faces a rising   tide of secret money, so we’ll give him a slap on the wrist for making   a 180 on PAC money. We won’t say anything more, if you don’t, Mr.   President.

All the fun doesn’t stop there, though, for CPAC   is here! Speakers include successful presidential candidates Rick   Perry, Michele   Bachmann and Herman   Cain. We’ll also be hearing from the brightest political minds   (knock, knock, who’s there?!) of Allen West and Sarah Palin. Oh, and what   about these   people? What a lineup! Alas — we’d rather go on a weekend field   trip of dumpster diving than attend this loony   convention.

Karen Handel is running for President for real. Haha, just kidding (and we do   mean that). The woman at the center of the Komen storm resigned   on Monday and made sure to refuse that hefty severance package. Mmm, what do   you think? A book deal? A documentary? Whatever she does, we know she’ll be   jabbering profusely about how she loved working   with the big bullies at Komen. And finally, a top donor won’t   open her checkbook again until the organization cleans house. It’s   a good thing Komen chose Ari   Fleischer to clean things up.

The Catholic Church kicked   up quite a storm around a new rule that would have forced certain   religious employers to provide birth control to women free of charge. The   Obama Administration announced a change in the rules, and now those same   employers who object can be assured that coverage will be provided to women   directly from their insurers. Hey, that’s a great example of streamlining   right there!

The House version of the STOCK Act passed   overwhelmingly with two representatives voting in dissent   (couldn’t get enough of it, we guess). While it should no longer be legal to   conduct insider trading on Capitol Hill, the WaPo reports   that our tax dollars are being used wisely these days on projects close to   Members’ properties. Hooray for them!

Nearly four years after a slim majority of California voters approved   Proposition 8 to ban same-sex marriage, the 9th Circuit Court of Appeals ruled   the measure unconstitutional. “Lessen[ing]

the status and human dignity   of gays and lesbians” is apparently against the law! The Court left in   place a stay issued by a lower court, which will   prevent gays from marrying in the meantime. The   “pro-traditional marriage” Maggie Gallagher-types are already   planning to appeal to the US Supreme Court. This as Washington state Gov.   Chris Gregoire prepares to sign gay-marriage   legislation on Monday.

Greece’s leaders have agreed   to an austerity plan that will include cuts to pensions, a   reduction of the minimum wage and deeper spending cuts. As expected, huge   strikes are being organized to protest. Spain and Portugal are not far behind   with financial trouble, but at least their difficulties will be solved   before the end of times.

The United States shuttered its embassy in Damascus as the Syrian army continues   a brutal crackdown on civilians in Homs. China and Russia vetoed   a UN resolution condemning the Syrian government. The Pentagon is looking at   options, but it’s unlikely   that Obama will pull the trigger. What does a dictator have to do   to get on Barry’s hit list?

 

Are You Not Entertained?
Who hasn’t had a little fun   on the campaign trail? The campaign of former Rep. Pete Hoekstra, who is   challenging Sen. Debbie Stabenow in Michigan, ran a rather racy   ad during the Super Bowl. The ad stars an Asian woman who, in   broken English, thanks the Senator for excessive spending — insinuating that   it benefits China. A handful of GOP   operatives are calling the ad over-the-top and insensitive. No,   really? Debbie’s   going to the bank with this one.

Probably     banned from Tampa

Speaking of Super Bowl   advertisements – were you awed by the Clint Eastwood’s Halftime   in America narration? Karl   Rove wasn’t. Gone are the good old days of tearing the American   electorate apart and cheering when people are down on their luck. Our little   turd-blossom yearns for the yesteryear.

Roland Martin has been suspended   by CNN for his “regrettable and offensive” tweets. Martin claimed   that his tweets   were directed toward soccer fans and not gays. Gee, we didn’t know that   advocating violence against one group and not another is a-okay! Oh, and   Roland, you know you’ve gone a bit too far when Glenn Beck calls you   an idiot, a clown and a dope. Just saying.

House, the long-running television medical drama, is   ending its run after eight seasons. See you later, Doc.

Look out, CNN! (Haha). Walt Disney Co. is said to be in talks with Univision   to develop   an English-language cable news channel. Content will be drawn from   both ABC News and Univision. The channel will likely be based out of Miami.

 

Interweb Tomfoolery
Is   Twitter more addictive than cigarettes and alcohol? That’s the   question researchers at the University of Chicago set out to answer in a   study of 205 people in Germany. Participants in a week-long study were   contacted seven times throughout the day and asked to gauge their desire via   BlackBerrys. Researchers found that many people cannot resist utilizing   social media services because of the perceived lack of immediate downsides.

What’s a vending machine without the snark? Boy, we’d like one   of these at Turner Central, stat! (It should friendlier, though).

The latest generation of   students is utilizing social media to stay connected with friends and family   and maybe that significant other. However, social networking can be helpful   in more ways than keeping in touch with friends. It can also be one of your major   tools to find   a job. Yes, you heard right. Through social media, you have the   opportunity to connect with experts in the fields you have interested in,   show off your knowledge and know-how, and perhaps land that first   job following graduation. Follow the right companies on Facebook   and LinkedIn and use hashtags   such as #career_fair,   #hiring,   and #interviewing   on Twitter, and I am sure you will find many helpful tips for interviews and   job openings.

If there’s one thing you should be mindful of, it’s that employers, future   colleagues, and other professionals could be peeking at your social media   activity, so it doesn’t hurt to think twice before posting something   inappropriate on your profile.

U.S. Defense Secretary Leon Panetta has come to the conclusion there is a growing likelihood Israel could attack Iran sometime this spring in an effort to destroy its suspected nuclear weapons program, according to a senior administration official.

The official declined to be identified due to the sensitive nature of the information.

Panetta’s views were first reported by the Washington Post’s David Ignatius, who wrote Panetta “believes there is strong likelihood that Israel will strike Iran in April, May or June – before Iran enters what Israelis described as a ‘zone of immunity’ to commence building a nuclear bomb.”

Asked by reporters in Brussels, where Panetta is attending NATO meetings, the defense secretary refused to comment. But Panetta told reporters the U.S. has “indicated our concerns” to Israel, according to a transcript provided by the Defense Department.

But the official also noted that Israel goes through cycles of making aggressive statements about its intentions toward Iran in an effort to pressure the United States and the West to take more action.

Iran’s supreme leader issued a blunt warning Friday that war would be detrimental to the United States – and that Iran is ready to help anyone who confronts “cancerous” Israel.

“You see every now and then in this way they say that all options are on the table. That means even the option of war,” Ayatollah Ali Khamenei said during Friday prayers in Tehran. “This is how they make these threats against us. Israeli Defense Minister Ehud Barak warned Thursday that Iran may be close to the point “which may render any physical strike as impractical,” according to Reuters.

But just a few weeks ago, Barak suggested things were not as urgent, saying an Israeli decision on whether to strike Iran’s nuclear program was “very far off.”

A “confluence’ of intelligence has led Panetta to this conclusion, the official told CNN, but declined to offer any specifics except noting that the United States conducts intelligence operations aimed at Israel as it does with many other allies.

The senior administration official also noted that there is a general understanding in the administration that Israel may have come to the firm conclusion Iran is developing a nuclear weapon.  Just last week, the recently retired chief of Israeli military intelligence told CNN’s David McKenzie that the “Iranians have already decided that they want nuclear weapons,” he said.  But he added they haven’t decided fully to go through with creating the weapons.

The official U.S. assessment is that Iran has not yet made that decision, the source said.

At a Senate hearing on Tuesday, Central Intelligence Agency Director David Petraeus, who said he has regular discussions with Israel’s leadership and intelligence head, noted that “Israel does see this possibility as an existential threat to their country, and I think that it is very important to keep that perspective in mind.”

At the same hearing, Director of National Intelligence James Clapper noted the United States works closely with the Israelis and said the notion that Israel could strike is “a very sensitive issue right now.”

“This is an area that we are very, very concerned about,” Clapper said.

Panetta’s press secretary, George Little, declined to comment on the report. Gen. Martin Dempsey, the chairman of the Joint Chiefs of Staff, recently said it would be premature for the United States to consider striking Iran.
